Each year, we track and analyze Downtown’s performance in key indicators of urban revitalization, such as development, employment and residential. As Downtown grows, so does its impact on the region. Downtown makes up just 0.4% of Duval County, yet accounts for nearly 3% the county’s taxable value. Property Downtown is six times more valuable than the citywide average per acre, and its taxable value funds services and improvements throughout the county. Highlights include Riverfront transformation, historical architecture redevelopment, rebirth of LaVilla, demand for downtown living, innovative transportation and more!

The Downtown Investment Authority (DIA) was created to revitalize Jacksonville’s urban core by utilizing Community Redevelopment Area (CRA) resources to spur economic development. Projects are guided by a nine-member board of directors who conduct open-to-the-public business on an unpaid, volunteer basis. Of the nine, five are appointed by the mayor, four by the council president. All nine are confirmed by the Jacksonville City Council.

Jacksonville's Downtown Master Plan, "Celebrating the River: A Plan for Downtown Jacksonville," was approved in 2000 by Jacksonville City Council. The plan designates ten districts within the boundaries of Downtown, and outlines urban design and streetscape guidelines. Please click here for a complete copy of the Downtown Master Plan.


In 2006, the Jacksonville Economic Development Commission (now the Office of Economic Development) established four task forces to recommend action steps to make Downtown Jacksonville the place to be in Northeast Florida.
