SMALL BUSINESS ADMINISTRATION (SBA)


SBA is an independent agency of the federal government that aids, counsels, assists and protects the interests of small business concerns. The SBA provides technical assistance that covers training and counseling, financial assistance, contracting assistance and disaster recovery assistance for small business owners.



SMALL BUSINESS DEVELOPMENT CENTER (SBDC)


SBDC programs provide up-to-date management advice, training and information to help business owners and to assist potential owners in getting started on the right foot. SBDC offers workshops that cover topics from starting basics, to marketing, accounting/record keeping, financing, and taxes.




JACKSONVILLE PUBLIC LIBRARY SMALL BUSINESS RESOURCE CENTER

The Jacksonville Public Library (JPL) believes that each resident of Duval County has the right to live in an economically sound community. To that end, JPL’s Small Business Center provides free print materials, e-resources and programs to the residents of Jacksonville to help start and grow small businesses, to find jobs, and to manage their personal finances to achieve economic success.



 

DOWNTOWN INVESTMENT AUTHORITY (DIA) & ECONOMIC INCENTIVES 

Great cities have great downtowns.

The Downtown Investment Authority (DIA) was created to revitalize Jacksonville’s urban core by utilizing Community Redevelopment Area (CRA) resources to spur economic development. Projects are guided by a nine-member board of directors who conduct open-to-the-public business on an unpaid, volunteer basis. Of the nine, five are appointed by the mayor, four by the council president. All nine are confirmed by the Jacksonville City Council.

Downtown Retail Enhancement Plan And Application

The Downtown Investment Authority (DIA) Board offers a Downtown Jacksonville Retail Enhancement Plan designed to help recruit and retain street-level restaurant and retail business, along with creative office spaces. The recoverable grants will cover costs associated with renovating or preparing commercial space to improve the interior appearance and utility of street level storefronts.

Commercial Revitalization Program

The Commercial Revitalization Program provides for real estate tax recovery grant for the incremental improvements made for new, renewal, or expansion leases involving office or retail space in Downtown Jacksonville.

Sale-Leaseback Incentive

The sale-leaseback incentive provides an alternative to a traditional arrangement whereby the DIA and its partners could pay for the development of a new build-to-suit facility or renovation of an existing building for a specific employer and charges a rental rate substantially below market rents. Under a sale-leaseback arrangement, the DIA would sell a build-to-suit facility to an investor-developer for an amount above construction cost. The DIA would receive a bonus cash payment from the investor who will own the building. In turn, the DIA would sign a long-term fixed lease (15-20 years) on the facility at a rate that would provide the investor-developer a market rate of return, which would then sub-lease to an employer for the same period at Downtown Jacksonville’s rental rate.

Downtown Zoning Overlay

The Downtown Zoning Overlay was created to promote and encourage the revitalization and growth of Downtown Jacksonville. As recommended by the Master Plan, Downtown should be a desirable, high-density, mixed-use area that maximizes all of its available resources, insures compatibility between new and existing uses, and promotes well-planned development that is consistent with the traditional urban context. Property Maintenance Code

The property maintenance code enhances requirements for Downtown property maintenance to safeguard against blight, preserve property values and community standards and establish minimum standards to safeguard the public welfare.
